A new multi-family apartment development project called Briar Grove Apartments will open in the coming months on the eastern outskirts of Decorah.
Construction on the 48-unit complex began over a year ago in an area near the Toppling Goliath Brewery and the Hwy 9 valve room. The project is taking shape on a five-acre plot of land. previously vacant, with a large wooded area to the southeast, at the Decorah Business Park.
Last year, Echo Development of Cedar Falls obtained a $ 1 million tax credit from the Iowa Economic Development Authority’s (IEDA) Workforce Housing Tax Credit program for the construction of the four apartment buildings. The project was one of 19 projects that received funding under the program.
The Workforce Housing Tax Credit program provides tax benefits to developers to provide housing in Iowa communities, with a particular focus on projects using abandoned, empty or dilapidated. Projects are scored in an application process, based on local preparation, funding, needs and support and participation.

Completion date in December
According to property manager Jess Sullivan, the 48-unit complex includes five two-bedroom apartments, 22 one-bedroom units and 21 studios.

On-site parking, a yard, in-unit washers and dryers, elevator access, and a fitness center are just some of the features. The units are also advertised as ‘pet friendly’. Rents range from $ 850 to $ 1,600 per month.
“I think December 14 is the current project completion date,” Sullivan said, “and we will also have an occupation after construction is complete.”
“The construction is going smoothly,” she continued. “We are delighted with the progress made to date. “
Sullivan said there is currently a waiting list and applications are still being accepted. She said she planned to start showing the property in the coming weeks.
