King County estimates 12,000 claimants will need help after the eviction moratorium bridge expires.

SKYWAY, Washington – After a slow start, King County’s Rental Assistance Program for Eviction Protection (EPRAP) is fully operational and processing payments at top speed, but the county will still have thousands of open claims after the eviction moratorium bridge expires on Sunday, October 31.

Executives say South King County is in dire need of additional rental assistance and expect more people to always sign up.

“We know that there are communities that still need help, and that we have an obligation to go and find them because these are often the communities that present the greatest risk of eviction,” said Leo. Flor, King County Director. Department of Community and Social Services.

The county tries to reach people in a number of ways. Starting November 5 and every other Friday through December 17, the King County Fire District 20 parking lot at Skyway will transform into a pop-up resource center. One of its goals is to enroll people in EPRAP.

Flor says the county is also working with media in other languages, like Spanish radio, and is partnering with 40 community organizations to reach out to people who haven’t signed up.

King County has met its goal of distributing aid to 12,000 landlords and tenants before Governor Inslee’s eviction moratorium bridge expires. $ 63 million in rent assistance has been distributed by the county so far this year. The average payout is $ 11,300.

Flor said that in the past five weeks, the program has seen 10,000 new applications. He estimates that there will be around 12,000 eligible applications for aid after the bridge expires, which does not include new applicants.

“We therefore expect that an additional $ 177 million in aid will arrive very soon and we will continue to provide assistance until 2022,” said Flor.

Flor said if you signed up for help but didn’t receive it, you still have protections.

“Every step of the way … King County has funded civil legal aid lawyers who are able to step in, pay the unpaid rent at this point and bring the eviction process to an end,” he said. Flor said of the county’s $ 24 million contract with King County. Housing Justice Project, which is engaged to help provide legal aid to people facing eviction notices.

The county has two resource numbers for Principles and Owners. Those wishing to register with EPRAP should call 206-477-1331 and those facing eviction should call the King County Housing Justice Project at 206-267-7069.

“We really want to keep spreading information and making sure people understand that they can contact and get legal assistance, legal advice on these issues,” said Flor.

Washington Multifamily Housing Association posted a timeline of what an eviction process might look like after October 31:

  • October 31 – The proclamation “Bridge” ends
  • November, 1st – The rent is due and deemed late thereafter
  • November 6 – Serve the repayment plan offer; serve Eviction Resolution Pilot Program (ERPP), 14 day notice and notice (may be served at the same time as the repayment plan offer.)
  • 21 November – The EXPIRE reimbursement plan offer; The 14 day notice EXPIRES; ERPP notice EXPIRES
  • November 30 – Serving the action of illegal detention
  • December 13 – Tenant’s response to an illegal detention action DUE
  • December 15 – Obtain the order to show the cause
  • January 4th – Show cause hearing (1st appearance / Right to counsel)
  • January 11 – Possible 2nd justification / judgment hearing and / or the tenant has access to the rental preservation program
